Depends on the platform you're using, if you are on pc either of those are fine since they are both PC compatible, price would be the deciding factor for me, also for high-g turns you can switch to two modes pushing throttle and brake at the same time like in AC6 or pushing only the brake like in Assault Horizon the second one would be preferable if you plan using an Hotas you can even turn it off but I'm not sure of this and lastly you're actually right about the joystick not giving an advantage at least in MP, I actually tried the demo with the T. Then if somehow my MS Sidewinder FFB2 works (which it didn't with Assault Horizon), I can use that instead of the controller if I so wish. Not sure if they've changed the method of performing high-g turns since, but still, it's not likely a joystick will bring much advantage in an AC game.
I had no problem completing AC6 with a controller, and for things like high-g turns a controller is probably more effective since it requires holding the brake with the throttle at the same time (something a dedicated throttle can't do I imagine, so would probably require mapping brakes to a button). And in terms of visuals and functionality they do seem to be essentially the same, though apparently the newer ones have a smaller dead-zone (and of course will work with the newer consoles).
